An estimated population of 11 million paulistanos makes São Paulo the most populous city in Brazil as well the entire Southern hemisphere. The city is a centre for Arts and Culture of international importance, with the São Paulo Art Biennial, Fashion Week, or the Festival of Electronic Art ranking among the most renowned events in their respective field. Besides Brazil's notorious economic instability, São Paulo also battles with the routine problems of any modern megalopolis: Overpopulation, high crime and poverty rates, air and water pollution. Many of these problems are recently being addressed through ambitious political programs, the most publicised of which might be the Clean City Law of 2007, which effectively banned all outdoor advertising, drastically altering the city's appearance.
